The road to the White House is long and circuitous, but the road the President must travel in the latter part of the second term could be even rougher. Unpredictable events, unanticipated policy consequences, and vacillating public support make the challenges even more complex and difficult, and as the power of the President declines, the exercise of Presidential power will inevitably be vulnerable to attacks by the opposition and subject to increased scrutiny by the press.

President Bush faces enormous challenges in his sixth year of office: Instability in Iraq and Afghanistan and the presence of many U.S. forces bogged down in both countries; instability and hostilities in the Middle East which threatens to explode at any moment; the growth and fanning of anti-Americanism abroad; nuclear proliferation; high energy costs; periodic trade disputes; and border-related issues that have international consequences. To complicate matters further, the 2006 mid-term elections promise to heighten partisan polarization.

With the 2008 Presidential campaign expected to begin following the 2006 mid-term elections, Republicans and Democrats will see divisions within their parties widen and differences between the major parties expand. Such a political environment will make policymaking difficult. Like it or not, this is the environment in which federal executives must operate and perform critical services.
