FOREIGN POLICY SEMINAR

HOMELAND SECURITY: ASSESSING THE THREAT THREE YEARS LATER
A Political-Economic Conflict Seminar

September 14, 2004

In the United States, Americans felt safe at home as there had been no serious threat from abroad since the War of 1812. Tragically, the way we viewed our personal security at home changed irrevocably on September 11, 2001. The events of that day struck fear in the lives of our people to a degree never felt before and spawned the creation of the Department of Homeland Security, a wide-ranging organization of 170,000 people charged with protecting Americans from terrorist harm.

Homeland security has inevitably become a partisan political issue. The workshop will explore this dimension as well as the issues of intelligence gathering and analysis; domestic enforcement concerns, such as racial and ethnic profiling and curbs on civil liberties; and the impact of new security initiatives on areas such as interstate and foreign commerce, and immigration.

This workshop will explore how the Department of Homeland Security is facing this seemingly overwhelming problem, and how its efforts will likely affect the political, economic, and social fabric of the nation. Also, the question remains unanswered as to how the massive expense required to effectively combat terrorism and the necessary restrictions on commerce that accompany these initiatives will affect our economy and our culture in the long term.
