CAPITOL HILL WORKSHOP (95th Congress)
Held at The Capitol Hill Club.
The Carter Administration is now well into its second year. As it proceeds with its plans and proposals to chart new directions in policies and programs at home and abroad, most of its proposals must secure the approval of the 95th Congress at key junctures in the policy-making process. Although 1977 marked the first year since 1968 that the President could claim a majority on Capitol Hill, evidence to date suggests that the separation of powers remains a vital force in the workings of the legislative and executive branches.
Congress in the 1970s is not like the Congress of the 40s, 50s, 60s, or even the early 70s. In the last few years, significant internal reforms have brought about important changes within the national legislature; in addition, the Congress has sought to strengthen its role vis a vis the President in setting national priorities and methods of achieving them.
Capitol Hill Workshop is designed in part to examine the changes that have taken place. Seminar meetings with key figures on Capitol Hill and the Executive Office of the president will provide an opportunity to the career bureaucrat to gain a knowledge and an understanding of these changes and to assess the possible impact these changes will have on the Carter Administration’s policies. More over, Representatives from the Executive Office of the President will share their views on points that are of mutual concern to the Congress and the President. Participants may raise questions, share concerns and gain insights into the major issues facing Congress and the Carter Administration. This interaction between the participants and speakers insures that task-relevant information is generated within the seminar context. Such an experience should be mutually beneficial to political and career executives in implementing and overseeing administration and congressional policies.
